The below raises an interesting issue. May 5, 2013 4:17 pm bowser

If, as is claimed by Fundamentalists, a living person is created at the moment of conception, why is citizenship sometimes dependent upon place of birth?

Why isn’t a fetus already a citizen, with all the rights of citizenship?  Eligible to run for President of the United States if the mother says it was conceived on US territory?

But no one claims that.  Yet.
