It is normal, even wholesome, for any new administration to put in its people at the heads of key agencies. When they vote the rascals out, the people want change!

in order to further its program. Both Democrats and Republicans do this. But this is the first time in America where I have seen a such detailed proposal to have entire hierarchies and chains-of-command simultaneously decapitated and repopulated, from top to bottom, with hand-picked homogeneous partisan squads armed with detailed instructions and ideological guidance for a specific mission. These guys will not be just coming in with an Idea, they’ll have a Plan.

Bureaucracies are intrinsically conservative (with a small ‘c’) which makes them naturally resistant to change. They tend to alter course slowly. At times this can be frustrating and inefficient, but it also has the advantage of allowing adjustment and change to be managed, and to prevent whiplash and internal coups and mutinies. The proposal we see here is very well thought out in order to remove this natural buffer, or flywheel in the body politic. And once installed, these new functionaries will be in a position to guide each agency to support the overall plan. And of course, if the Constitution (which functions in a very similar “flywheel” role) becomes an obstacle to this sudden change, the mechanism will be in place to change, suspend, or simply ignore it. They already have the state legislatures and the governors as well as the courts. What’s to stop them?

I don’t think even Donald Trump had this much in mind when he took power. This is why he was unable to get his agenda fully implemented. But leave it to the button-down Heritage Foundation to have worked out the details on how to implement the takeover smoothly and effortlessly; from top to bottom. And if there is any resistance or complaint, there are all those long-bearded, beer-bellied, cammie-clad, assault-rifled, tacti-cool Aryan peckerheads out there ready to do some treading all their own.

I don’t know how much time, effort and cash has ben funneled into this project, but the style of this document tells me it isn’t just a few pimply-faced Randian Libertarians at Pepperdine University behind this. This reeks of real money.
