Let's say you have a classified clearance and work in, say, a government facility where classified work is done... to get on the premises you need a clearance, there are guards at the gate, to get into the buildings you need an electronic badge... lets say one day you are working deep inside these many layers of security, and upon entering some locked lab you find a folder of classified information just laying around unattended- how are you expected to react?

Well, shrugging and saying 'that's odd' and going about your day is not an option if you have a clearance. You are supposed to take immediate action- pretend that the classified material is a highly dangerous toxic waste spill... you do not touch it, you prevent other people from coming into contact with it and you notify security immediately.

You do NOT look at it and read through it simply because you have a clearance and are curious...a clearance alone is a necessary BUT NOT SUFFICIENT requirement to access classified information.

The security officials will take the document and make sure it is properly stored and do a serious investigation as to how it came to be improperly stored. If it was TS/SCI they will make a literal federal case out of it... classified material of that level is not supposed to exist outside of certain areas. Those areas are protected by serious physical and electronic security. There will be serious ramifications, not just for the individual that mishandled the info, but for the organization that he worked for.

This is taken VERY seriously- even if this is in the heart of a secure facility with many layers of protection between the document that was mishandled and the outside world.

The idea that TS/SCI material was stored in a basement closet of a Golf Club boggles the mind. If a Secret Service agent saw such material he would be REQUIRED to report it- I wouldn't be at all surprised if that is indeed what happened. Sweeping such things under the rug is NOT an option available to you, ANY potential threat to classified info you report immediately- whether its improperly handled classified documents, or your best friend with a clearance developing a gambling problem.
