People built these places for parties, but now they are condemned for safety reasons, (the structures are not maintained and are deteriorating dangerously) as well as many of them fall in the boundaries of the Marine Wildlife Sanctuary. The cops also look dimly on wild parties going on offshore, criminal activity, drug use, etc. Still, there's little to stop people from going out there if they have a boat, tying up, and partying all night.
