Our mailboxes are inundated with whole forests worth of advertising spam at ludicrously low postal rates while legitimate personal mail rates keep on going up and up in cost to make up the difference. Then, to compound the insult, the postal service is denounced for rising rates and declining service. If all mail went at first class rates, it would be a lot cheaper for the mailer and the recipient and easier on USPS. Of course, the fact that Bezos owns the Washington Post is a clue as to what is really going on here.
