I found out that selecting an inserted image gives you a pretty good selection of sizing tools. Not only is there a “percentage” selection window, but you get the little squares on the picture that let you grab it and resize it.
For some reason the “shift” command that usually locks aspect ratio for dynamic resizing doesn’t seem to work, so be careful if you use that.
