Let's assume some nation told that to the US, or a neighbor to you. How do you think we or you would respond? The only real message coming out of such "diplomacy" is we would like to attack you.
Unfortunately, that's as sophisticated as the US has been in the last 7 1/2 years and we haven't learned yet.
